Robert Malseed Chronological Resume Hoffmantown Church (November 1997 to August 1999) (March 2001 to December 2003) (Currently on-call) Computer Systems Specialist. Mr. Malseed performed the setup and maintenance of over 100 PCs. Approximately seventy of these were on a network served by four Windows 2000 computers. He provided troubleshooting and repair for network wiring and PC hardware and software problems. He provided assistance to the computer operators and he also helped in determining requirements and procurement of new computers and components. He also maintained the computerized security system and the telephone system. National Computer Systems (19 April 2000 to 5 May 2000) Professional Scorer. Mr. Malseed evaluated student responses to open-ended questions and scores according to a customer supplied rubric (scoring guide). He has evaluated third grade and fifth grade mathematics questions from achievement tests given to Minnesota students. Innovative Research Corporation (October 1993 to March 1995) Senior Technical Research Analyst. Mr. Malseed provided support to Field Command Defense Nuclear Agency to include producing documentation for the operation of a classified network. He also performed office managerial duties for the IRC Albuquerque operation, and was the Facility Security Officer. Titan Corporation, Spectron Division (October 1986 to September 1992) Senior Systems Analyst. Mr. Malseed was a Senior Systems Analyst in TITAN's Albuquerque office. His final tasks involved working on the definition of innovative directed energy systems for strategic and theater missile defense. From 1990 to 1992 he provided technical support to Sandia National Laboratories (SNL) by completing a Strategic Defense Initiative (SDI) Countermeasures task - the Automated Threat Data Analysis System (ATDAS). This effort included database software design and development; data analysis and processing; and development and implementation of user interfaces to the database. In 1990, he completed working on a task involving the definition of baseline concepts for a Laboratory Microfusion Facility (LMF) for inertial confinement fusion research. These concepts include the Los Alamos National Laboratory (LANL) krypton flouride laser driver approach and the SNL light ion driver approach. The purpose of the concept definition was to provide a basis for the estimation of the LMF costs. Mr. Malseed modeled the SNL tritium production concept to help provide a life cycle cost estimate. He also produced video tapes featuring computerized models of flight tests for SDI programs. This task involved the development of 3D models on a PC and transferring them to a Silicon Graphics IRIS workstation where animation was added. He also provided microcomputer programming and data analysis for an experimental mine detection system. He developed models for structural analysis of various kinetic energy weapons, a space-based surveillance system, and an electromagnetic launcher as part of a task for the Air Force Space Technology Center. In addition, Mr. Malseed was involved in a project to update both the software and the documentation for an Oxygen-Iodine high energy laser weight and volume model for the Air Force Weapons Laboratory. He completed the writing of a computerized simulation for an acquisition, tracking, and pointing integrated space experiment for the Strategic Defense Initiative Office. He also wrote software for a sensor data management testbed demonstration program that simulates the Agile Control Experiment and the Zenith Star experiment performing star-to-star retargeting, ground beacon tracking, and booster tracking experiments. For the Zenith Star program he provided laser system analysis using the SPC1 performance code. He also prepared scripts and produced and narrated video tape presentations for the ATP Fire Control, Agile Control Experiment, and Zenith Star programs. United States Air Force (February 1960 to July 1986) F-16 Weapon System Trainer FOT&E Test Manager. During a one year assignment with the USAF Tactical Air Warfare Center, Mr. Malseed prepared the test plan for the Follow-on Test and Evaluation of the F-16 Weapon System Trainer. Air-to Ground Weapon System Analyst. Mr. Malseed was involved in test and evaluation at the Air Force Operational Test and Evaluation Center (AFOTEC). He wrote the AFOTEC simulation programs for assault breaker anti- armor munitions and for Sensor Fuzed Weapon. These programs were used as analysis tools for estimating the operational effectiveness of the weapon systems. He also obtained, modified, and maintained a code for simulating the Wasp Millimeter wave guided anti-armor missile. As analyst for the GBU-15/IR program, he wrote the IOT&E test plan operational effectiveness annex, monitored the test, and performed the laser countermeasure vulnerability study. He also wrote the IOT&E test plan annex for the CBU-97/B Sensor Fuzed Weapon and analyzed the weapon's effectiveness. Laser Weapon System Analyst. While assigned to the Air Force Weapons Laboratory (AFWL), he worked on high energy laser (HEL) concepts and requirements. He analyzed the feasibility and effectiveness of a wide variety of proposed HEL weapons using the ESP family of system analysis codes and using a multi-vehicle trajectory generation program. He established by computer analysis the scenario geometry for all proposed Air Force Airborne Laser Laboratory HEL demonstrations and for HEL Radar Acquisition and Tracking System testing at North Oscura Peak. He also wrote and used programs to analyze and graphically display the results of HEL simulation. He modified the HEL code to add output that could be used in other programs for post-processing analysis, and he developed a short variation of the code which could be used on mini and micro computer systems. He accomplished and published the results of the laser eye safety study for the Airborne Laser Lab cycle 3 experiments. Missile Development and Maintenance Technician. Mr. Malseed served in missile maintenance, test, and development activities. He accomplished checkout and maintenance of a variety of radar, infrared, TV, and laser guided air launched weapons having both conventional and nuclear warheads. He calibrated and tested missile checkout equipment that included radar, IR, electronic, hydraulic, and pneumatic systems. From 1970 to 1973 he was chief missile technician for the USAF TV-guided AGM-65A Maverick missile Development, Test, and Evaluation team and for the Close Air Support Missile, an advanced development version of a laser guided Maverick. While on the Maverick DT&E team, he redesigned the missile in-shop handling equipment to enhance safety and ease of maintenance. He also proposed changes (later adopted) to the AGM-65A test equipment target simulator to eliminate optical mismatch and improve missile checkout capability.
